Eumaeus has always had everything spoon fed to him since birth. He's a spoiled brat and always gets his way, taking joy in being above others and feeling threatened when he's not. He's bad at thinking for himself, however, as he's always had everything done for him; he struggles in independence and tends to simply run away when he is faced with a difficult task. He can be considered a jock.
Story
Imperial City
Eumaeus was born in the Imperial City to two Altmer of the Elder Council, Menelaus and Ocato. He had an older brother of a year, Fasendil. A year after Eumaeus's birth the Oblivion Crisis happened, during which Menelaus died protecting the Imperial City from Mehrunes Dagon. Eumaeus has no memories of Menelaus and only knows him through stories and pictures. Ocato survived, and would continue raising Eumaeus and Fasendil, spoiling them. Eumaeus became close friends with Calcelmo, a child of one of the other court members.
However, when Eumaeus was 11, Ocato was assassinated. He and Fasendil were sent to live with their grandparents in their small farm town far from the city. Having been spoiled since birth by his fathers in a nice city, Eumaeus did not adjust to country life at all. He was very rude and refused to do his chores. Fasendil ended up doing all the farm work while Eumaeus trained under his aunt Calypso to learn magic and swordmanship. Eumaeus continued to be spoiled and get his way everytime, something that ends up negatively affecting him greatly later in life.
Soldier
Eumaeus left the farm town at age 18 and enlisted in the Imperial Legion, following in Fasendil's footsteps (who himself had enlisted a year before Eumaeus). The two brothers weren't on friendly terms, however, Fasendil disdaining his younger brother for being so irresponsible his whole life and getting away with everything while he had to pick up after him. During his time living back in the Imperial City, he reunited with Calcelmo and the two stayed lifelong friends.
??? Eumaeus fought for the Empire during the Great War. He lost his right arm after being ambushed by Thalmor agents, and temporarily went into retirement, thinking his time as a soldier came to an unfortunate end. His friend Calcelmo came forward and proposed he got a Dwarven prosthetic arm, something he could develop with his Dwemer scholar knowledge. Eumaeus accepted his friend's idea and got a Dwarven prosthetic arm, effectively getting him out of retirement and back on the field.
Skyrim
During 4e 201, a civil war broke out in Skyrim, and Eumaeus was sent there to work closely under General Tullius. During this time, Eumaeus formed a romantic attraction to Tullius and ended up becoming obsessed with the general. He always had everything done and laid out for him his whole life however, and had never been with anyone romantically so he was very confused with what to do with his feelings.
The Generals end up in a love affair, sleeping together secretly, but they had conflicting feelings about it; Eumaeus thought this meant they were offically dating (not truly understanding how courtship or sexual relationships work), but Tullius saw it as just something they do to relieve stress (a casual hookup). Eumaeus's deep feelings were one-sided for a large portion of this affair. But perhaps towards the end, when they were meant to separate after the war ended, Tullius returned Eumaeus's romantic feelings when he insisted the Altmer stay by his side even though his duties are done. The two live in Solitude, Skyrim, staying to help rebuild Skyrim with the Stormcloak rebellion defeated.
