Backstory

Peter was born in northern Wall Maria. His family consisted of a few younger siblings and his parents, who often worked overtime to provide for the rest of the family. He naturally had the leader role, and took it with much concern. In his early childhood years, he spent most of his days disciplining his siblings after and before they went to school, doing several household chores and town errands, and planning for whatever came next.

By the time he was a teen, he had already decided what he wanted to do: become a Survey Corps soldier. In his childhood, he admired their high level of teamwork and clear leadership. As his philosophy had molded itself around his ideals, Peter decided that it was a perfect fit.

He went on to do the three years of training necessary for joining the branches of the military, ranking outside of the top ten. After joining the Survey Corps, he aimed for becoming a squad leader or section commander. Though his overall dream was to become the actual commander of the SC.

However, the Fall of Wall Maria came in 845. The rest of his family ended up dying due to starvation after they migrated to Wall Rose. Peter was shocked, even though he had distanced himself from them after joining the Survey Corps. Their deaths lead him to focus more on his training as a means of distraction. He also focused on gaining status and socializing.

With the Fall of Wall Maria came the SC's new commander, Erwin. Peter had admired him before his rise to the top of the ranks, appreciating how he could keep his team together and make strategies that would lead to fewer casualities on the battlefield.

After the first operation to reclaim Wall Maria in 846, however, Peter's opinion on Erwin started to shift. While he understood that the operation was mostly because of the government's funding and permissions, it baffled him how Erwin could allow most of his soldiers to die. He continued to moniter how Erwin was handling deaths and turned out to not be a big fan of it. He hated that Erwin seemed so closed up about his beliefs, but kept it to himself. He didn't want to get ratted and kicked out of the SC.

Present

Considering that Peter's story is the same as Robyn's, I suggest you go look at her profile for the better version of this. But I'll write a little for him anyway.

Peter met Robyn by saving her after an incident with her 3DM gear. The two then became friends, discussing Survey Corps life and their shared feelings towards Erwin. This made Peter feel confident in his opinions towards the SC, and made him more open to talk about it with Robyn.

After a while, Peter prompted for a plan that would have the two of them leave the Survey Corps once and for all. The plan was that they were to act as if they were MIA during an expedition by purposely going off route, wait a few months or so, and then come back inside of the walls with a new identity. He planned to join the SC later when there was a new leader or some sort of shift in the system.

His plan worked until the two of them ventured south outside of the walls. There, they met Marleyean officers that harassed them because of their heritage. Peter ended up getting turned into a titan and then ate Robyn. Levi killed him afterwards, not knowing that it was Peter.

Before he died, however, he confessed to Robyn that while he thinks he has the skills of a good leader, part of this was because he was jealous of Erwin. He realizes that being a leader is much harder than it seems when you have to deal with so much death and possible trauma. It was why Erwin had distanced himself from his soldiers this entire time. And while Peter cannot forgive Erwin for some of the things he has done, he dies realizing that Erwin is making the boldest move a leader can do: sacrificing their well being for the rest of the team.
