Mad Scientist Azarketi from some kingdom in the River Kingdoms. OTA here works on making potions and tonics that are viably useful underwater so most of them are EXTREMELY THICK and mostly like... unpleasant to drink. (Kinda like heavy water). His goggles are full of water when hes on land to help keep him moist slightly. He's got a weird thing for Ocotpus and likes to put tentacles on all sorts of shit he makes. He got sick of living underwater and not having access to various mechanical parts that arent ""practical underwater"" as well as using electriciy willy nilly, so because of these limitations (and the various strained looks of his peers due to what can only be described as his tentacle fetish) OTA has left home.
