While Dottie is technically a chimera, the snake head isn't capable of independent thought. She has control and sensation in it just like any other part of her body...which can be disconcerting to those unused to it.

She can be bratty, and downright domineering. Unless she thinks she can get something out of them, Dottie tends to avoid people and prefers the company of dumb beasts.
