From the Silver Kingdom- Penn is a famous creation who works as the main entertainment for the queen and it's citizens. He's proclaimed to be the "Model Citizen" and all aspire to be like them. Penn acts on stage depictions of sadness, anger, laughter-- things that regular citizens aren't allowed to show-- He however is because he's "only acting!" His best friend is Count!
