Illegal pet trade thinks of itself as a salesman that helps people in their times of need by giving them the perfect pet for them. In actuality, few of the people Illegal pet trade has sold a pet to have survived very long.
How were they discovered and captured:
The following is an incident log detailing the known victims of Illegal pet trade
Illegal pet trade manifests in an alleyway nearby a very drunk homeless man: Illegal pet trade walks up to the man proclaiming that he looks pretty rough right now and that if he so wished he'd be willing to give him the pet of his dreams for free. Following this the man accepted prompting IPT to question the man about his interests and desires, the man jokingly asked if IPT could give him a pet that could make him rich which to his surprise IPT says he can make. Following this illegal pet trade asks the man to give him a moment and then begins the creation process, after a few minutes making the man grow impatient and nervous IPT produces the creature and pulls it out of his coat. The creature is a combination of a raccoon and a dog, it's smart enough to easily perform tricks the first time it's shown how to do them and it has hands with opposable thumbs allowing it to pickpocket.
Illegal pet trade transformed an 11-year-old boy's single father into a "pet". The boy had originally tried to live with the entity, though the boys uncle soon came by the home after the father hadn't answered his phone for a few days. The boy's uncle saw the creature and after vomiting called the authorities which where intercepted before they arrived at the scene.
Vague summary of abilities:
Illegal pet trade is an entity with a somewhat birdlike shape and a very long neck wearing a trenchcoat with massive claws coming out of the sleeves, inside of the coat the entirety of IPT's body is made out of axolotl which are connected in a single hivemind and all share a collective consciousness, when the clothing is removed the claws disappear and the axolotl seem to be unable to communicate in any form, only when the axolotl are allowed to regroup and given back their clothing do they regain their identity and the claws reemerge suggesting there may be a skeletal system or some other supporting structures hidden while the anomaly is complete
Illegal pet trades ability activates when it opens its coat letting the axolotls inside consume anything that comes close enough, they can rearrange whatever is consumed together with an animal base to create a "pet" the pet will be docile and will possess the ability of whatever was applied to the animal base, whether it be another animal or an object
IPT can also change the size or shape of its creations for maximum cuteness and individual pet needs

An organism resembling a human fetus is shaped by IPT to remain small, portable, and cute, the fetus also can fire bullets.
The other option would be to not reshape it and a bipedal man like organism with a gun like organ on the body that it is able to fire would emerge
Spaghetti with meatballs and thumbtacks are consumed
Small round organisms that locomote by rolling emerge, they have the ability to shoot small metallic quills from their small bodies

Illegal pet trade is more or less unable to breach without any provided materials and it has been content with regular personnel coming in requesting "pets". While these pets are simply used for experiments and observation they are all made to be what Illegal pet trade believes will please the customer the most, on more than one occasion the pets that Illegal pet trade has created have alerted the foundation to various psychological conditions plaguing personnel which were then able to be treated. The only ongoing problem with containment of Illegal pet trade is the fact that the axolotl that makes up its form still need to eat which means organic matter must be distributed to the anomaly which will inadvertently give it materials for pets, while IPT has not yet used these materials to create a pet that can breach its containment personnel are to be prepared. When Illegal pet trade loses all of the axolotl that constitutes its form it will possess the nearest axolotl to the last one to die, this is why feeding and proper care is necessary for this anomaly in order to properly prevent breaches. Illegal pet trade is more accurately the mask and clothing rather than the axolotyl that make up it's body. The axolotyl that make up Illegal pet trade's body have to sleep and they all sleep at the same time, although Illegal pet trade stays conscious while they sleep as it perceives through the mask and merely controls the axolotyl that make up his form. Due to this the entity can hear and see everything during this time spent resting its body. Although when Illegal pet trade loses all of it's axolotl and it teleports to the nearest living one the mask and clothing will slowly reform as he controls the axolotl without it.
Anything miscellaneous worth noting: Illegal pet trade isn't good or evil but leans slightly towards good. It has sympathy towards suffering people but doesn't really understand human emotion or simple concepts like cuteness/neotony.
