Little Phoebe Sometimes is a girl who does not exist (most of the time; hence her surname.)

She exists, however, as the imaginary friend of Runaway, a child trying to survive the post-apocalyptic world, who craves companionship and adventure. Despite being tied to him somewhat, Phoebe can also exist independently of his imagination, often going on her own adventures.

Phoebe is an enigmatic and silent figure who serves as Runaway's loyal friend and confidante, accompanying him on his adventures whenever she decides to show herself to him.

Since she's mute, Phoebe communicates without words, relying on gestures, expressions, and ASL to convey her thoughts and emotions. She's known to be hot-headed, brash, and determined; therefore she can be seen as Runaway's more temperamental counterpart.
