About Birthday - Dec 13th
Municipal understands language well but has trouble using it himself, creating distorted sounds or repeating words that he's heard many times before. He is normally soft spoken but when the impulse strikes, his voice commands attention.
His color shifts are usually an autonomous action carried over from his previous life. Examples of situations could be areas with large crowds of esk (yield) or a person close to death spotting them while falling asleep at the wheel (stop). As Municipal gains more sentience, they have begun gaining more control over this impulse. He's beginning to understanding that colors can be mean many things and used to communicate with others better. Green could mean 'I'm Happy' or 'Yes' while red could mean 'Leave me alone' or 'Bad idea'. He's not perfect at this skill yet however.

Personality Theme
Municipal enjoys company despite what his impassive demeanor may make others think. Being left alone for too long causes him to wander. To where he does not know, as long as it leads to something or someone. He can remembers being alone and surrounded by silence for years before he gained his current strange body. Now that he can move, he will take any chance he can to find stimulation. More people, bodies, machines, sounds, a purpose, a friend, anything.
