He is paralyzed from the waist down and he's also like constantly eating something. Also some of you may be asking "why is he purple Jirachis aren't purple" and to that I say fuck you I can do whatever the hell I want to. Anyways to fill in more space here's his description on the starters wiki :P

Jirachi is shown to be very arrogant and neglectful when it comes to being the second in line to being God. He's pretty carefree, and hates rules, and also being overly confident in his abilities due to being able to wish his way into getting out of problems. When angry, he likes to seek vengeance to 'even it out' as much as possible, given why he causes Cyndaquil and Bulbasaur to be sent to Hell.
