Your typical ineffectual Saturday morning cartoon -esque villain. Even his self-given alias is so ridiculous that everyone refuse to use it. Oscar is always coming up with wild schemes and plans to gain fame, money or power. Or even just a way to defeat the heroes.

Oscar was trying to transform the sea to land when Winn was sent to stop him. Winn won the battle but Oscar managed to escape. He swore vengeance and has been trying to defeat Winn ever since.
