Story: 

A being of great age, laden with wisdom; Dipper has been alive longer than most Dream races. His history is one untold. He comes from a hard past of loss, which has led him becoming the kind and humble heart he is today. He watches quietly awaiting those who seek his help, and offering help where it might be needed.

As often as he is willing to offer his help, he isn't one for opening up to others. So some people might find his secrecy off-putting. But he means no ill intent and only wishes to be in the now than in the past. But with this being said, it is hinted that his loss was one with heavy weight.

Dipper– while not actively associated with the Star Warriors, has been an ally since they started. In his years, he has come to run an infirmary where he takes injured Star Warriors to heal when their injuries are too great for basic care. Those who are highest of rank in the Star Warriors know of him and his location.

He keeps residence on Popstar in the country of Nutty Noon where he sits close to the stars in the Cosmic Observatory; a place within a large castle far above the clouds. From here, you can see the curvature of the planet as it looks over the looming atmosphere and planetary scape.

Within the last several centuries, his Observatory has developed into an orphanage/shelter for lost children of the galactic war and homeless warriors. So while he is still running the infirmary, he also cares for lost children and young adults with no place to go.

Additional facts!

• The castles at Nutty Noon are some of the very few places left in the galaxy that have functional warp pads. They work differently from the ones scattered around the galaxy, for they can work from anywhere so long as you have a Rifter's Wing; a special item made from Rare Stones in the shape of a feather, said to have similar qualities as a real Rifter's Plume (Space Chinchilla feather). So long as you have one, you can always return to the warp pad of which you left from no matter where you aare

• Dipper's cloak has a similar function as the dimensional cape! While it cannot Warp though, it has its own pocket dimension on the inside. Time is non-existent here, and the stardust that makes up the space has healing qualities. Dipper will allow the injured to enter this dimension during transition back to the observatory or during times of great need to heal from fatal injuries. It does not instantaneously heal, but it can improve the physical state of a person to a manageable point if the damage isn't too great. It's also a great place to store stuff! The cloak works very much like a relic, but it seems to actually be connected to him personally and has no history of connection with the Relic Keeper.

• The stars strung from his hat hang as memorials for the warriors he has served who have fallen. Given his age, there are many.

• He has the power to move things with his mind, as well as levitate! He seems to share a lot of qualities with Rifters like Elfilis.
