Excitable- Loves meeting new people! Loves trying new things! If it's new, it's exciting to him!!!
Generous- Loves being able to give people things, loves sharing what he has with others, loves giving
Playful- Comes up with games often- some of which are games in his own head, some made to include others. Doesn't seem to care bout the rules of games so much, though is happy to add one if someone else thinks its "needed"

Restless- Always too excited or too distracted to sleep. This typically means he can just collapse from exhaustion. Says he'll try to get better bout it, but doesnt know how to.

Negative
Overbearing?- Doesnt realize when he's pushing boundaries, and assumes that people always want someone to talk to when upset. Doesnt understand someone wanting to be alone- tries his best to respect it, but worries and checks in often to ask ""if they're better yet""
Stubborn- Puts his mind to something and doesnt give up. Generally gets him in trouble as his want to follow through with something leads to him getting irritated when others try to get him to take a break.
Impatient- Bad about trying to rush others when he's excited, and struggles with waiting for others. Has a bad habit of running ahead while on walks with family, and gets frustrated when told to wait up.

Bio: 
Angler was born to Hideout Recruits- mother Haribo, and fathers Rooster and Stardust.
He'd inherited his water typing from Haribo, and the dark typing from Stardust, while his markings and colorations took after Rooster! However, from Stardust's umbreon half, Angler also gained the power to glow in the dark! That seems to be where he gained his name- as his cutiefly antenna glow like an angler fish's lure!
He also inherited his Ability from Rooster!

Angler's very energetic- though mildly nocturnal as he enjoys showing off how his markings glow. Its hard to get him to get rest, as during the day he wants to play with the other kids, but during the night he wants to show his glow to others or explore the hideout and surrounding area.
While he does love exploring, he's far too young to leave the hideout without his parents, so he's staying as long as they do!
