Rusty

Crow and the runaways from the city meet Rusty in the sewers. 

He's a wolf-dog mutt. His mother was 50% wolf, 50% dog and his father was 25% wolf, 75% dog (roughly). Rusty is a bit more dog than wolf, which is clearly visible in how he looks. He lacks the stockiness of a wolf and has a skinny mutt body. Not to mention his floppy ear. 

Rusty's power is that he can call lightning down by howling. It's difficult to control, needs clouds already int he sky and requires a very high focus but other than it's a very powerful ability. 
He doesn't like humans and so doesn't live with them, but isn't allowed into any packs because of his obvious dog heritage. So he drifted for a while before ending up in the sewers. 

Rusty joins the gang when they escape the sewers and is a major background character who leads the Resistance's scout teams. He contributes to discussions/decisions sometimes. 

He idolises Crow a bit, he is completely unaware of all the emotional turmoil Crow goes through and generally thinks he's a strong leader.
He likes the idea of being able to live in the valley without wolf packs chasing him off their territory with cries of 'mutt', therefore pretty loyal to the cause.
