Introduction
Eli began life in a gutter, never knowing his family structure or order. Bouncing from children's home to children's home, to eventually prison for aggravated assault on an officer, the strict routine and order of life behind bars gave him a skewed and toxic relationship with fellow inmates and detention personnel, finally flourishing into an authentic, blasé self.
He had no regard for his or others' safety or consequence; while not violent, Elijah found himself in confinement. Additionally, he met Butcher via whispers and notes passed through the walls. They grew close (platonically) and through a shared attitude to the world's current affairs and what they bid to do after their sentences. Unfortunately for Eli, their reunion after inmate life was not to be. These days, he can be seen in Arganian pubs and speakeasy shops, fueling his ambitions through a bottle to a specific estranged radio host.

Notes
- Eli has two seems cutting thorugh their face and other's where his joints and bends in his body present. This is a changling trait in my world and while others' can hide these, Eli never learned how, so these are not optional.
- Red accents the tip of his feathers and tail.
- Non-optional quad eyes, blue with vertical pupils.
- Sunglasse are optional.
- One hand is decorated with jewellery akin to claws on the digits and a ruby studded centre piece on the back of the hand. He uses this for telekinetic magic.
- Devil-may-care, sarcastic, extreamly obnoxious.
- While his expression is muted because of his specs, Eli is quick to crack a grin after a few pints.
- Eli stands hunched over and tall with arms tucked into his cloak.
- His clothes reflect their identity as a wicth especially with the hat and flowing garbs.
- Two long fangs from the bottom and upper jaw poke through his lips.

Lore
Elijah Weiss, the illigitmate son of a banker, teenage delinquent, leech on society and professional enemy of the peace. All titles he didn't pick for himself but nontheless was forced to mold into. Never did these titles reflect who Elijah wanted to be, but what choice did he have.
Never finding his place as a youngster, Elijah bounced from broken home to home until ending up in a mid-security level prison within Argane on suspicion of conspiring against the state and its leaders, assault on an officer and initiating a riot. While some of the charges were unsubstantiated, Elijah opted to ride out and plead guilty to the assault and scream, not being content with the chance of dying on the street but not wanting to push back on the idea of spending his whole life behind bars and wire.
History
Life behind bars introduced Eli to a community of likemindedness and community he'd never experienced before, having never quite been able to connect with others on account of his "radical ideals" and wavelength, to finally be exposed to the lowlifes and undesirables of Arganian society meant security and solidarity to Eli, more than he could have ever obtained on the street organically.
Though not all sunshine and rainbows within the confide of a black-bricked cesspool of crime and punishment, Eli thrived, and this reflected on a new flourishing personality he presented outwardly. Contagious was his flirty, carefree attitude. Eli became an unofficial leader, with street smarts and charm to back him up. He would purposefully and deliberately breach prison rules and gain extra prison terms added onto his already long sentence as a bragging right.
Eli didn't expect to find a deeper connection with O'Kindler (later known as Butcher,) having seen that she exhibited his once downer outlook on life. Her angry and impulsive nature made it challenging to initiate a conversation through the hole in the wall they communicated through. Eventually, the two would become close, but it is to be argued because of their age gap (Eli being well into his thirties and Butcher only just turning 20) that there was a power imbalance, though Eli never willingly enacted on such terms. The relationship can be best described as a mentor and mentee. Butcher took a lot of Eli's anarchist philosophies to heart that Eli preached, though she would internalise these deeper and much more violently than Eli was comfortable with.
Present
One day, unexpectedly, Eli would be freed with no explanation. While it wouldn't have been ideal for Eli to be free in the state's eyes, the penalty of death was long since outlawed, and Eli's influence had extended too greatly within the prison community far and wide. Hence, the problem arose with him staying inside. His "cultish" points and manifestos had since bled out into public consciousness, even if they didn't know Eli was the one spouting them, and not wanting to make a martyr of Eli, the PD opted to kidnap and leave Eli for dead far from the capital's bounds. Once again, he was alone. It stung more this time, knowing Butcher was left behind.
Deeming it too risky to return to Glanmord, Eli lived nomadically and more cautiously. Using their time wiser, watching and waiting for opportunities and the forms they'd take within others to present themselves.
Most notably, Johnathan Lee Ostek of the nation's most popular radio broadcasting network, down on his luck and life, stuck in a state falling and tearing at the seams and warring with the world, would meet Eli in a drunken stupor in some lonely pub. Forever changed would Jonathan be after such encounters with the changing.

Eli and Jonathan are close, while Jono thinks it as nothing more than a necessary professional relationship between two of mutual goals and interests; Eli thinks Jonathan is a blast if not a bit of a tight-arse.

There is some deep regret within Eli, not attempting to go back for Butcher, but having known now that she was taking her explosive and destructiveness out on the undeserving, Eli can only distance himself, lest his heart breaks again and realising what she became, and how he failed her.
Orso Eksaul • Wishful Target
Eli has come to the realisation that he cannot be the one to change the world alone, unlike what he believed years ago behind bars. While he is committed to laying the foundations, being that initial spark, so-to-speak, he realises he can't be the one to do the heavy lifting or be the one history remembers. Having done all he can, he is here now as a spectator in the audience, wishing his cast good luck.

- Eli exhibits a stereotypical jolly and, at times, the incomprehensible figure of an early-century British crime personality. He does not take himself or others seriously, a keep calm and carry philosophy to life.
- His trademark crime is petty theft and smuggling. He believes in The Old Gods and thinks murder, in any case, a great sin, as such, is heavily anti-war.
- He collects political and propaganda posters/pamphlets to make collages from.
- It can often be seen at the Unlucky Unocron (pub) or within the alleys and arcades within the city centre.
- No heels, no leaving the house.
- Lactose intolerant.
- He is often seen feeding pigeons the crumbs he has left after his breakfast croissant every day.
- He doesn't often attempt to hide from authorities; instead, he has reached an uneasy truce with law enforcement so long as he behaves. He doesn't comply; he just never gets found out to be the culprit.

- He is very athletic and resourceful and uses his tail to traverse and manoeuvre rooftops and industrial areas.

Dislikes
- Having to use intimidation tactics or threats. Thinks it unclassy.
- Violence against children especially.
- Not a fan of arid or hot places/conditions.
- He's a little lazy, not one to do anything regardingheavy lifting or labour.
- Anti-war, Anti-Capatalist, obnoxiously outspoken about it.
