Venus is governed by a trio of elder Venoosian, named the "Venus Council".
They each represent a demographic of Venoosians Population.
They each have a team of "mediators" venoosians that act in their name and make sure to keep the peace within their citizents. During the 4th century. Venus has established contact with a neighbor planet, Earth.
in 392, one mediators was chosen to be the peacemaker between Venus and Earth.
The relationship between Earthling and Venoosians is still a bit rocky.
First Gen

Present during the first contact with earthlings,
Venoosian of that era are less friendly with earthling citizens and do not like to wear earthling clothes or limit themselves to coats/capes.
Modern(exemple of modern)
Generation of Venoosian that had more /friendlier contact with earthling. their shapes are more extravagant and does not resemble any other living species.
the rules of what a Venoosian looks like is a little more blurry. they're more comfortable with earthlings tech and cultures.
Earth born Venoosian (example of Earthborn)
In the RARE condition that water of a previously deceased Venoosian stayed on earth. it can create a new Venoosian, however, the water quantity may not be enough and result in incomplete bodies. in recorded cases, Earth born Venoosian gel seems to have absorbed other earthling element in order to have enough to build itself.
