In Metrotopia, a city of supervillains and superheroes, the mysterious vigilante known as El Cabrito keeps a watchful eye on the safety of the city below.

Felix Santiago, the kid under the shades, was an ordinary latino-American kid living in the suburbs just outside the big city. When his mother got brain cancer and was placed in a hospital in a coma, he and his older half-brother, Mateo, had to find some way to pay the hospital bills on their own. Desperate for money, the two of them applied to a testing experiment at PANEL to create new superpowers.

As a result of PANEL's attempts to recreate LaserVision in the volunteers, Felix's eyes became impaired, all light colors turning black, and all dark colors appearing as a sea of neon.

Unknown to PANEL, Felix sucessfully received super-intelligence and kept it a secret, allowing them to believe they had failed entirely. With the testing a failure and numerous losses to the brothers' health and "quality of life", the two now recieve a monthly allowance from PANEL as compensation, which they use to support themselves and their mother's hospital bills.

Felix turned to a life of vigilantism. With his mother in a large hospital in the center of Metrotopia, Felix dedicated himself to protecting it from the constant battles between the super heroes and villains.

Felix set up a workshop in their garage, and prototyped a set of googles that helped ease the issue with his eyes. Despite the setbacks, he used his interest in drones to begin engineering his own, keeping a 24 hour watch on the hospital and surrounding blocks. He crafted a controller that uses the muscles in his hands to send signals to the drones and direct them around silently.

Felix takes the bus around Metrotopia, staking out points around the hospital, occasionally watching the people go by, and scanning the skies and streets. He isnt interested in stopping either heroes or villains, but just in keeping them from destroying the city in the process.

Felix is stalked by an aspiring news reporter, trying to get the next scoop on a story. Felix is from a city that is filled with super heroes and villains, and hes just trying to keep his mother's hospital safe.

Mateo is Felix's older half-brother. Their relationship is rocky at best. Mateo gave Felix his nickname as a young child, calling him a little devil-goat. Their relationship became even more estranged when their mother grew ill, leaving the two of them to survive on their own.

After the failed experiments at PANEL, Mateo lost his vision completely. He resorted to spending his time between the couch and the fridge, falling into a habit of angry and violent outbursts at Felix. Felix sparingly uses text-to-speech to communicate with Mateo.

Felix would have preferred to have nothing to do with the villain, Doctor Tragedy. However, by saving Bentley Abbot's life, he discovered the villain's true identity. Even so, Felix helped him escape from PANEL, and in return, Bentley did the same for Felix.
