Based on their interactions with other Branch Leaders, Doctor, Madame and Proffessor knew each other before taking on their positions. It is unknown if the Doctor had any previous contact with Menager or Commander.
The Doctor doesn't have any ongoing contract with other Branches. As it seems he prefers to keep them away. It is understandable as East Branch is the furthest Branch. It is also self-sustaining, so there is no need for imported materials.
The Doctor moved the whole paper work on his assistants, there is currently no information on who that might be. The work is done and the Doctor is never observed during completing it.

Individual even when focused on a selfish goal doesn't neglect his work for HPA, he always submits his work before deadlines and doesn't complain. Even when it interrupts his experiments.

They go along with every order sent by HPA, but they seem to hate doing that. They never go beyond what was commanded and do the absolute minimum the fastest way possible.

There is a possibility that this individual may rebel in the future, but it's unlikely as they dislike conflict. It would be devastating if they sabotaged the Association or turned their experiments against HPA, constant surveillance required.
