he is a member of the Tengu Yokai. He was the eldest of three siblings and the three were ardent supporters of the Shogun. They were active centuries after the Archon War and we're mainly used to fight off ruffians here and there. Such as fighting big monster mobs, some devoted followers to deities like the Orobashi (like the overly zealous ones), and aiding people around Narukami Island.

both his siblings died during an encounter on Tsurumi Island against the Great Thunderbird. It was more like they wandered in, tried to get out but the fog blocked their way, and the situation got worse. A malicious corruption fought them in the fog as well and Nobunaga was the only one to make it out. After the fog cleared, Nobunaga buried his siblings on Tsurumi Island. He was distraught about it for so long that he tried to go by a new name to try and get past it. His name, Nobunaga, is a combination of his siblings's names.

his depression kinda continued to hinder him and all he saw around him was a lack of purpose and an inability to serve the Shogun. He couldn't convince himself that he believed in the Shogun's cause, he couldn't find a purpose or a sense of self-worth, and just was unable to reconcile his siblings's deaths.

he knew there were a couple situations that could happen. Either he needed to find something to invigorate him again or he would face the Shogun knowing he couldn't serve her anymore. So he sought out a friend at the Grand Narukami Shrine, Yae Miko. He knows if anyone could help him out, it was her. She proposed a ritual that would possibly help him find a new purpose but at the risk of losing everything that he had. Seeing as he wanted to forget his pain, he agreed to it anyways.

the ritual itself basically put a lock behind all of Nobunaga's experiences up to that moment. He isn't able to remember those memories or recall them until he feels up to seeking them out. After the ritual is complete, Nobunaga suffers from an amnesia state, unable to remember anything aside from his name and that he is a samurai. Yae helped him with his name and tested his skills to see if his muscle memory could help him.

Nobunaga left Yae's care and traveled through Inazuma. Findng new experiences and trying to "find himself". His travels were to no avail and he was recruited to be a retainer by the Kujou Clan of the Tenryou Commission. He sought them out because he needed a consistent income and some form of stability. He was later tasked with mentoring Sara, the clan head's adopted daughter.

Sara might have had a big impact on Nobunaga that he didn't realize until after he regained his memories. He would later realize that she reminded him of his long deceased sister and even before that treated her as such. He taught her how to fight like a Tengu Warrior, with speed, accuracy and grace too. He often poked fun at her in a playful or teasing manner just to get a reaction from her. After their training concluded, he gave her his Tengu mask as both a thanks and a gift.

during the years he spent in service to the Kujou Clan, he felt like he was forgetting something and kept feeling like he had to remember it. After he gave his mask to Sara, he had completed the requirement to regain his memories. To do so, he had to give up something that was significant to him. He then sought out Yae Miko and thanked her for helping him, despite her feelings on the matter.

with a renewed sense of purpose and view on life, he felt serving the Shogunate wasn't as troublesome as it had been before. He visited his siblings's graves and promised them that he wouldn't lose his way again. If anything, he had to preserve for them.

Nobunaga didn't see a reason to question the Shogun's decision for the Vision Hunt Decree or the Sakoku Decree. More so after he became a retainer for the Kujou Clan too and later when he regained his memories. He didn't question the Shogun's decisions but it could be a part of him instinctively told him not to or something. After his memories were locked away, he was slightly intimidated by her. Seeing her power displayed in some of the environments around the island chain made him wary to cross her.

during his travels, he spent a lot of time on Narukami Island and even went as far as Watatsumi Island. He was very helpful towards everyone and continued to carry that later on as well. He does love the contrast between Watatsumi and Narukami and finds both to be very beautiful. Even serving as a retainer among the Tenryou Commission, Nobunaga is generally well liked by most people. He judges people based on their actions and inactions rather than anything else. Heck, even during the Inazuma Archon Quest, he cheers on Yoimiya for her fireworks display and challenged Sangonomiya soldiers to friendly duels.

he's often seen frequenting the Grand Narukami Shrine. Both for its atmosphere and for Yae Miko. For as long as he can remember, he'd never known her to be around him. She tried to be there for him after his siblings died, took onto using a new name, and even helped him find his purpose again despite having been against it. Even when his memories were locked away, he's always felt drawn to the shrine for whatever reason

story wise, he does appear in the Inazuma story to help the Traveler. During Kokomi's story, he appears at Sara's side but only to watch the proceedings of the peace talks. Nobunaga is pretty involved with the game's Inazuma storyline and is pretty well connected or respected by many characters.

Trivia:
- Nobunaga claims that he slumbers between the times the Raiden Shogun calls for him. Before losing his memories, he was asleep for at least a few centuries. After regaining his memories, he prefers to walk among the people of Inazuma and aid them in whatever manner he’s able.
