Slowbendy Sockless, of the Legion of Bastards | he/him

The most notorious of world walkers, Slowbendy is a feline-shaped being with the ability to awaken the latent magical abilities in people. He'll help total strangers access the magic that was in them all along... but now that magic is on Slowbendy's leash, and he takes a pretty hefty "finder's fee" on top of that. Anyone he awakens becomes part of his Legion of Bastards, whom he throws at various problems, schemes and opportunities around the multiverse as a way to pay off their debt to him. Though they wouldn't be in his debt in the first place if he hadn't -- 

Slowbendy has most magical powers you can think of, and uses his combo platter of abilities to augment his unflappable, eminently confident persona. It's impossible to trap him, poision him, burn him or do anything to him he doesn't want. Ultimately, you're left with only the ability to negotiate with him, which is what he wants in the first place. 

If Slowbendy has one weakness, it's that everyone who knows him or knows of him despises him, especially the Bastards he commands (or the ex-bastards who he drops in on from time to time). If they were to work together, maybe they could do something about him...
