The Mule that Rules is the "wise", "benevolent", and "exceedingly handsome" ruler of the Pointlands. He oversees his subjects with grace, and acts as the king, judge, and treasurer of the lands.
He is hardly any of that. The Mule that Rules prefers to indulge himself in the most ridiculous pleasures and isn't above weighing down on those he considers to be beneath him.
The good news is that practically nobody considers themselves to be subjects under his rule, and typically operate independently of his regime.
The bad news is that that doesn't mean he isn't going to stick is big ugly snout in everybody's business and acts like he owns the place.
It is a wonder that he even has people working for him willingly.
