Toby Stubbs is the beloved mayor of Kitty City and absolutely adores his job.

Taking office after his father's death, Toby hit it off with the townspeople. He tries his best to help everyone and has an individual relationship with each citizen, or "kittizen", if you will. Despite the endless love he recieves from the town, Toby struggles with his own self confidence and anxieties. His job, his town, and his coworkers help him overcome these personal barriers.

Toby himself is a respected mayor, but he'd rather be called by his first name than "Mr. Mayor." Being treated as an equal is important to him no matter how much "power" he has. He's soft-spoken and could be described as feminine in nature; valuing empathy and kindness.
