It depends on what stage he's in! The Clown has about 3-4 stages where he gets progressively worse.
Stage 1, This is his normal self, all performative and coy, His memory is fantastic and he knows everyone by name, can't forget a face, many friends, etc.
Stage 2, is after death, his memory is jumbled but not forgotten. If he does remember someone important, it will be by whatever makes them distinct, (A personality trait that stands out, way of dress style, unique accessory, voice, distinct face, etc) ... And after recognition, The Clown will do everything he can to cling onto that person, (Excluding physical violence, because he knows what pain is and doesn't want anyone else to experience that) His memory is shoddy, but he still "Remembers" people even if he can't quite find the word, leading him to give lots of nicknames. (Like he did to himself)
Stage 3, There is a phenomenon where when a person is drowning, they will instinctively cling onto another person swimming, causing them both to drown, this is an inspiration for The Clown. Humans are known to remember negative memories in more detail than good ones, so all good memories are lost in stage 3, and only primal fear is left.
Stage 4, ???
Anyway, that's the gist of how The Clown remembers people, but! All of my characters have no "Set story" Meaning, there could be many different ways this idea can be expressed with no solid "canon" (:
