[Unnamed 45] is of military strain - or a military family, if you prefer that nomenclature. 4th generation since the Suppression of the Dictators - which itself predated the first Chime of Peace.
While there hasn't been any wars since then, it's fairly clear [Unnamed 45] or their parent dealt with some ████ during their duties, as bleached as they are.
The transition form a more human-feminine to a more human-masculine presentation was pre-breakdown - about the time that no first contact was decided. While no specific reason was given - and none required - others joked that he was studying the male-dominated Earth militaries a bit too hard.
Which of course makes no sense. Military Intelligence is a role any sufficiently advanced military has - knowing capabilities and likely strategies. And Earth had at least a dozen potential powers to study over even potential orbital engagements.
The outfit? Experimenting with a full dress uniform, obviously. He certainly didn't outrank the counselors or anything. Military Intelligence doesn't make the final decisions. They advise.
Nobody outside the military knows why his "eyes" are red, anybody in the military gives you the look if asked.
