Achar

A legendary Pokemon from Kitakami- an island off the coast of Paldea- Achar is well known for both being one hell of a character, and causing legendary amounts of trouble. Despite his personality outwardly being rather standoffish, he's surprisingly soft at heart, and really only wants attention and affection- willing to do just about anything for it, including town-upending amounts of theft and mischief.
Just as easily as he is manipulated by his desire for attention, Achar manipulates others around him to achieve whatever his current goal may be, using two very distinct tools- one being a rubbery, sweet-smelling "chain" saturated with mind-altering toxins, and the other being several servings of mochi he tends to carry with him in his hoodie pocket (wrapped, of course). He's surprisingly good at making the sugary treats and they're deliciously sweet, but are tainted with the same disorienting poison as his chains; one who consumes even a single one of these "binding mochi" will quickly succumb to erratic behavior and total subservience to him. The toxins tend to also draw out deeper desires and capabilities in an individual, only further enhancing the euphoria and obedience- easily controlled by both their addled mental state and a desire for more that quickly grows all-consuming.

Quite some time ago, in a bid to impress some other Pokemon he lived with at the time, Achar traveled to Kitakami, in search of a quartet of very valuable masks he'd heard were kept there. With him, he brought his "Loyal Three", a trio of Pokemon who had been fundamentally altered by his toxic chains. The four Pokemon did a remarkably good job of sneaking into that strange old house at the end of Infernal Pass given their rather uncoordinated nature, and even successfully nabbed three of the four masks- but upon reaching for the fourth, he and his lackeys were greeted by their rightful owner, [Ogerpon]. She, of course, proceeded to beat them all senseless and kick them out of her home. Unfortunately, however, [Ogerpon] had already garnered a bit of a reputation among Kitakami locals for being a bit of an aggressive hothead, so without any context, they ate Achar's story of being violently ejected from her home for seemingly no reason right up. It was only some time later when the theft was discovered that he and his "lousy three" actually got their much-deserved comeuppance!

Nowadays he lives on the outskirts of Kitakami, having pretty firmly learned his lesson about being a jerk for attention- at least, being a jerk to someone who could kick him into next Sunday. He still gets up to plenty of petty mischief, of course.
