0813 is a traveler from a collective of interconnected universes - basically, a lil’ section of the multiverse that’s particularly close together.
One day, while universe-hopping, he missed his intended target by a bit and ended up in our world, which was Not Ready - the fabric of reality doesn’t agree with him: The laws of physics don’t seem quite sure if they should apply to him, any measuring implements used on him have a tendency to implode, and he cannot be directly heard or seen in any way. He’s also very much stuck in this universe, though he doesn’t terribly mind.
He also appears to be considerably over 2 meters tall as far as anyone can tell, mostly-but-not-totally human-like in shape, and he prefers to wear hooded robes, carrying his dry-erase-board-on-a-stick like a scythe, purely because he finds it amusing.
(the robes used to be simple, monk-like, and pitch black and he may or may not have pilfered them from a halloween costume. The boss eventually put an end to it, because she grew tired of the constant blood-curling screams)
The dry erase board on a stick is his main means of communication - nobody can hear him talk, and while he's tried wearing gloves and using sign language instead, such small details like fingers tend to blur when one looks directly at them, gloves or not. Nobody - not even himself - quite seems to know if he even has the right amount of fingers for sign language.
He tends to type or write out out longer conversations on more traditional surfaces, but finds that a bit too formal for daily use - the big board also makes it easier to communicate across small distances - across a room, for example.
0813 is very laid-back, maybe a tad nosy, and definitely has a sense of humor. He enjoys reading, watching TV, socializing and giving scientists anxiety attacks by being completely and utterly inexplicable.
How he ended up helping out in magical law enforcement is a little bit vague (and probably not totally sound from a legal perspective, ironically), but he’s been at it for quite a while.
0813 is his case file number at the MASCIU (the Magical and Supernatural Crime Intervention Unit) - he kept it as a nickname: Last time he tried to write down his actual name, not only the paper but the entire table spontaneously caught fire.
(He also doesn’t seem to have a concept of gender identity, he simply thought “he” sounded nice as a pronoun)
