He's more of an urban legend in the world, but people who are giving up on hope and need some miraculous wish granted they somehow contact him
Depending on how good your soul is, he'll give you a certain boundary of a miracle. If you're soul was bad, for example, he wouldn't allow you the priviledges of hurting someone or something or getting stuff like true love, basically he won't let you have a wish that has to do with physically doing something to breathing people/animals.
But if your soul was bad he'd let you have wishes like getting rich, owning property, etc.
If your soul was extremely good, he'd let you have any wish come true.
Selling your soul though means you're forced to work for the devil a year after your wish. It's a permanent, low-paying job. Sucks to suck

Character
History
He was raised as a poor farm boy, his parents kind and loving until their poor accident in 1847. He grew up as a runaway after that, storing his little food in mason jars and sleeping uncomfortably on haystacks. When he hit 18, he accidentally stumbled upon a demon ritual which ended with him selling his soul to a demon for unlimited food, and with his deal he instantly became a demon. At first his only job was to savor his wish for about a year, and after that he had to take souls for Satan himself. He's still doing his job to this day.
Present time
Bought the cheapest apartment he could find as his soul storage. He currently lives in it and teleports in and out to sell souls. If you want to contact him, call 1(666)/666/6666.
