One of the infamous gangsters during the 80s-90s, Joel was part of the Ghost Dragons gang before he was promoted to be a leader. He was part of an already established structure of gangs before rival gangs started to mess things up, and he had his hands full cleaning up messes. And fearing him, no one wanted to be part of his mess.
However Joel was caught and sent to prison. During his time he was able to rehabilitate and leave his gangbanging days behind. Though it seems like something always draws him back... some family responsibility he won't share on...
