Phil E. Bustar

Phil was a senator in the normal government for a single term. He had genuine hopes of helping the people of his state, but as per usual US Government woes, most of the laws he wanted to help pass just kept getting shut down. During this time, he also began discovering that many proposed bills never even make it into the passing process, and that other laws passed seemed to have made it through without going past either the two legislative branches, which is how he discovered the works of the Shadow Government.

He discovered that the president was only the figurehead for secrets that was in actuality, headed by the Shadow Government. However, nobody believed him. Now in danger of being targeted by the Shadow Government, Phil resigned early and laid low.

He met Jenny when she contacted him after hearing news of his resignment. He then provided her with the insight that he learned and confirmed her suspicions of inner corruption. Thus, the two co-founded the Shadow Interception Terminators, becoming the first members. Since then, he opened Ocean City Chronicles, a small newspaper that disguised his messages to Jenny as boring, everyday stories around Ocean City.

• He's not proud of believing the lies of the government and is quite mad that he contributed to that cover-story of the Shadow Government.
• His middle name is just E. His parents were writing it on his birth certificate but got attacked by a flying rat, in which they took it as a sign from Johnson Christ to keep as just E.
