A wayward fragment of a fallen, malevolent god.
Swallow is one of the fragments that gets some semblance of freedom, having permission to travel around the outside world so long as they are accompanied by a government-assigned agent.

A very carefree and whimsical soul, Swallow seems to have little concern for their "divine" status nor their supposed history. Perhaps this is why he has been deemed to be a low risk entity and is allowed to wander around, albeit under supervision. Swallow doesn't seem to be plotting to plung society into its next era of fear and terror, instead they are more concerned about what they should eat for dinner tonight.
Origin
Swallow was once part of a great god, a tyrannical Phoenix that brought only ruin and destruction upon the land. After enduring centuries of pain and suffering, the people had enough and plotted to bring about their downfall.
However, the god could not be truly slain. Instead it was split into numerous fragments, each to be sealed away in remote classified locations. Over the centuries, those that had developed more placid personalities were granted some degree of freedom, though they must always be monitored to prevent them from gathering together again.
- They can freely shift their appearance, appearing more masculine or feminine depending on their mood or if a particular shape would benefit the situation.
- His hair has a soft, feather-like texture.
- Swallow has an insanely high spice tolerance, and she is always looking for something stronger to give her taste buds a kick in the ass.
- They have atrocious handwriting.
- She is perfectly fluent in bird and can perfectly mimic birdsong and other chirps and calls.
Swallow's newest custodian. He's pretty serious and uptight, but aside from scolding them when they frivolously spend on luxurious food, this guy doesn't actually do much to restrict their actions.
"Neck of the Phoenix"
Swallow knows that Snake is plotting to rejoin all the fragments, but he has no interest in their machinations.
"Breast of the Phoenix"
One of the other fragments that has permission to wander freely, though she usually chooses to voluntarily seclude herself. Swallow likes to visit her and tell her tales of their travels.
"Back of the Phoenix"
Perhaps its due to their nature as fragments of the same being that they are loosely mentally linked, but Swallow can hear Tortoise's screams of rage from across the land. She wishes they would shut the hell up.
"Hind of the Phoenix"
Another fragment that "roams freely", though it's more like it's too much of a pain to catch and detain them. Stag never sits still enough for Swallow to have a proper conversation with him, but they feel like he doesn't have much going on in his head.
"Tail of the Phoenix"
Swallow has never met them but knows they lament in their imprisonment and solitude. He says that he can clearly hear their wails of sorrows in their dreams.
