It's a fierce Happy Meal dino, I think a raptor of sorts! They're probably very tough to get along with and super greedy like a stubborn kid, but their temper can be satiated with some fries and milk! Their limbs are made of a glossy, cheap plastic-like material that you'd see fitted onto an action figure toy! Aren't they just so much fun!
