A dragon having lived through many different eras, he had grown bored of seeing the world and humans that he had decided to go on a long slumber and never wake up. But the Divine Assembly decided that the dragon's wisdom would go to waste if he decided to do so therefore he was given the power of a God. He's tasked to rule over an area of his own in order to help the DIvine Assembly maintain the balance of good and bad across universes and timelines. The power of God allows him to grant wishes and create portals between universes, yet robs away his freedom. He will always be confined to his shrine. He decided to do the Divine Assembly a favor and accepted the job, knowing that he himself no longer has the desire to see the world.
He was uninterested and lethargic most of the time, leaving the shrine management to shrine priestesses and familiars. But he had found the prayers of the humans to be amusing, the stories and wishes they tell are highly intricate and personal. It is something he had never known of as he had simply observed them from afar during his past lifetimes. Therefore he is pretty kind to his followers. His wisdom allowed him to be a well-revered God, benevolent to the innocents and austere to the sinful. His long lifespan had given him an paralleled patience but skewed his perspective on magnitudes, the punishments he gives out to those who cross the limit of his patience are lifetime torture in a nutshell... to the point that he's dubbed a sadist by the Divine Assembly.
Despite the taboo of taking yokai as familiar, pity for the young bakeneko had moved them to do so. That and the resemblance of Kiichi to their late familiar. They look indifferent in face of Kiichi's mischiefs, but they do care about her well-being almost like a parent to their child. Kiichi's yokai body has higher tolerance for spiritual power therefore when needed, they could takeover her body and exhibit quite an impressive exorcising might. Buys her children toys just so she doesn't get into mischiefs due to boredom.
As Mystilus is a foreign yokai residing in their domain. Deeming him to be a peculiar breed of yokai-heavenly being, they decide to let him loiter around. They ordered Kiichi to keep an eye on him, but is positive that they'll become playmates instead... which works as well.
