Mr. Lupin

 Mr. Lupin is a grounds keeper of the Isle of Sofia's royal gardens. He won't talk all too much, just stare quietly at you whilst he works. 

Best not to tred on his flower beds or ruin his work, his shears can be pretty nasty if you're on the wrong end.
