tall, lanky and gangly.  messy blue-grey hair over light blue eyes  dark complexion  has googles (two diff pairs, he’s got amber and blue), but normally wears black sunglasses (maybe aviators) boots. thigh or knee length, laced up  blank tank top under a stomach long oversized shirt (striped black + some other color, changes all the time) that tends to hang off of his bony shoulders. khaki shorts. Two straps/suspenders from shorts (think kapitel!bombay)

The hard-nosed, hard-working, cynical population of2.427 billion Mail Jeevasians are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.
