Cecile is a very bashful and quiet woman. She's a person of principle and would always try to comply to the orders of the authorities she serves as a pro hero and a person of charity. She's also very disciplined that she can control herself in certain tempting situations.

For her good qualities, she is very compassionate and sympathetic to the people around her, make it an ordinary civilian to a criminal. She is also very caring to the needing and would always be ready to extend a hand for them and is very understanding, even if she's dealing with people who have ambiguous morals, though she would often give them the tough love treatment.

For her negative qualities, she's simply a worrywart, which is why she prefers not to be in the battlefield. Because she sticks well to her principles, she would often put people in tough love and would give them the impression that she's strict and hard to approach, limiting her circle of friends. She also seem to be a loner and would prefer working on her own so long as the people around her won't be a bother to her.

Biography
Childhood to Teenage Years
Cecile was born in a rich family in Sapporo, Japan with an American mother who is a doctor and a Japanese father who is a politician. When she was 8, her parents divorced, leaving her to stay with her father due to Japanese laws that gives more support to the local parent. She never liked her father due to the fact that he raised her to be a prim and proper young lady who enjoys helping the poor and the sick, but would often scold her if she became close friends to any poor people. When her father picked the Diocese of Sapporo as a benefactor of their charity foundation, Cecile became close to the nuns and harbored affection towards them. Cecile didn't really liked everything that the religion is about, but she looks up to the compassion and kindness the nuns shows to her.

Deciding for the Future
Cecile's life started to become complicated when she reached the age of 15 as her father already planned her to become a politician just like him and enrolled her to a political high school. This heavily infuriated her as she wanted to keep her options open and she never wanted to be like him, so she ran away from her family, taking refuge to the nuns. In an event when a villain attacked the cathedral, a hero appeared and saved them, though unfortunately a lot of people got injured. At this moment, Cecile used her relaxing quirk to aid the injured from their pains in which that hero told her that she just became her own hero. She eventually went home to ask forgiveness to her father, only to find out that he was delighted of the news about her saving people and that her image changed into being a hero, and he told her to follow what she wanted to be regardless of what she would like to be. Cecile became delighted of her father's decision, and decided that she would like to become a hero. Her relationship with her father also improved after the situation.

Path to Heroism
Cecile entered UA at the age of 16 as she pursues to become a hero though she had doubts into hurting her opponents. Her teachers eventually helped her face her difficulties though she never got rid of her worries. They eventually placed her to the rescuing department as she seem to excel in saving rather than fighting, despite being able to pass her martial arts classes with good grades. She successfully becomes a hero at the time she graduates and has taken the moniker Sister Safe and started to work as a rescue hero.

Life as a Pro Hero
When she became a Pro Hero, she started working on rescue missions on her first few years but eventually became more versatile depending on the need of the masses. She occasionally works for crime fighting and eventually (this part of the time is last year, in connection to Ushio's Bio) got in a mission to stop a street fight in Kabukicho where she met Nakano Ushio and sent him to jail as he requested. Figuring out that Ushio might have been just a victim of circumstance and is actually a good person, she decided to make him one of the benefactors of her family's charity and gave him a letter to motivate him to do good.

Current
Cecile eventually moved to Mustafu city to work as a hero as well as to expand her father's charity foundation. She balances her work as a hero and as a volunteer as of now, and has been enjoying the company of the children in the orphanages that her father's foundation has been supporting.

Quirk name: Safe Touch
Abilities:  The user’s touch can either relax or paralyze a living being’s muscles. This is activated from any of the six moles on each of her palms. She can choose whether to apply it in the entire body or in certain parts and pick from paralyze or relax.
🔸Paralyzes-- disables the target from moving; Relaxes -- puts the target into a relaxed state and numbs pain

Quirk Drawbacks

🔸Her quirk can only work if she touches someone with any of the moles on her hands, so these moles can be avoided.
🔸Paralysis and relaxation only works from as short as 3 seconds to 6 hours as the longest and can be deactivated when she presses her palms together.
🔸After being affected by the quirk, the person will have immunity to her quirk for as long as the same amount of time she set her paralysis/ relaxation.
🔸Though paralyzed, the mind is still conscious. When relaxed, the mind is also relaxed.

🔸 Excellent Skill in Bojitsu - She practiced the art of the Bo Stick during her time as a student, which gives her an edge in battle despite having a preference to avoid confrontations.
🔸 Good knowledge in the human body - She studied the human body thoroughly during her time as a student, giving her the advantage to work against her opponents.
 

Weaknesses
🔸She doesn't really like fighting and prefers rescuing people
🔸She gets worried when she harms people, which would give her opponents time to recover from her attacks
🔸She needs to be always close to her enemies when she's using her quirk in battle
🔸She pretty much relies on her bo stick  when fighting

 

Trivia
🔸She often goes in volunteer work every weekends
🔸Rides a chopper motorcycle whenever she's going to work.
🔸Her palms have a black mole 1 cm in diameter dot in the middle while her fingerprints also have small black moles at the center. These moles serve as the emitter of her quirk.
🔸Her cape is basically a glider cape and is capable of making her glide while in air.
