Locke is an amnesiac - although he hasn't forgotten his memories; rather, his memories were forcibly taken from him. He completely lacks knowledge of who he once was, including the emotions and personal interests that were a part of his original self.
Due to his memory loss, Locke is reluctant to trust other people, preferring to stay away from direct human interaction. Fearing that people would lie or take advantage of him, he closes off his heart, remaining cold, distant, and abrasive. He harbors a general disdain for people that often comes through in his words. His paranoia of others and his fear of being completely alone - they are two sides of the same coin.
Locke has a remarkable ability for programming, one of the few traits leftover from his past life. The logicality of the computer language and its inherent straightforward nature help ground him, so he always carries a small computer tablet in the pouch on his belt.
He doesn't remember getting the tattoo under his left eye, but he does associate it with an excruciating amount of emotional pain. He used to hide it because of those negative feelings, but he now regards it as undeniable proof of his lost identity.
As a part of the VERITAS rebel group, Locke aids his teammates by hacking and decoding government programs and software. And although it's not officially a part of their mission, he is always in search of a way to retrieve his lost memories...

Background
In the year 2113, modern technology has achieved the digitization of human memories, allowing them to be created, destroyed, and stored like files. Memory therapy has become a common and expected practice in the urban region of Hong Kong. While the general public maintains carefree lives as a result of these treatments, the government wields total control over both memory clinics and memory banks - and no one questions its authority. Within the shadows of this society, the rebel group VERITAS sows seeds of revolution. They are a band of misfits, victims of the system who believe that the government is erasing its citizens and rewriting the truth.
Biography
Locke was a top-of-the-class computer science student at the most prestigious university in Hong Kong. A charismatic, sociable, and very likeable person, he was a true scientist: skeptical, and curious above all.
Absorbed in his studies, he found himself breaching government databases to find answers to questions that had long been bothering him... His capture was a consequence of being inexperienced in covering his tracks, but because Locke's talents made him a valuable member of society, government officials decided against doing away with him. Instead, they would erase all of his memories, remove his existence from every record and mind, and reinstate him with a new life. They mark him with a tattoo under his left eye, a secret and esoteric indicator of "rebirth".
As fate would have it, the VERITAS rebel group interrupted the procedure after the removal but before the implantation, leaving Locke without any memories. With nowhere else to go, he chose to join their ranks.
Rei Tsang
[ teammate ] Locke remains defensive around Rei. While he is hesitant to trust her, he holds a silent respect for her resolve. Their personalities clash - Locke often becomes impatient with Rei's temerity, and envies her memory purity.
Rigel Callisto
[ teammate ] The only person Locke genuinely trusts without a doubt. He feels safe in Rigel's presence, and depends on him for emotional support. When he's alone with Rigel, he shows some qualities of his old, forgotten personality.
