*(Buffs) Queen and King of Swords buffs his strength to peak human and superhuman (1 ton) respectively. Queen and King of Wands buff his durability to unnatural and invulnerable respectively. Queen of Cups boosts his healing to unnatural and King of Cups allows him to cheat death and/or temporarily cure grievous injury.
**Has access to vehicles with top speeds nearing or in excess of 200 mph but his personal speed on foot is generally that of a very athletically inclined man.
Honestly? Kind of a himbo.
Luce is a charming, charismatic, handsome superhero with state backing and some limited private funding and sponsorship. He is stereotypically a Hero, kind and merciful, but still kind of a cop.
Lucero also likes cars of many kinds but especially classic, muscle, lowrider and kustoms. He enjoys card games and is intrigued by mysticism and divination, aesthetically and practically.
He's straight, and believes in The One—one true love, that is. Not that he's never fooled around, but currently he's single and waiting to find the right person to be with.
He may be on the short side and isn't always the smartest person in the room, but he is confident and isn't a total moron, either.
In civilian life, Lucero drives a 1989 or 1990 Porsche 964 aka 911 Carrera. As Arcana Royale he drives a front-heavy luxury car with a V16 engine (see literature for more info).
In costume, on back of gloves, symbols of a wand, a goblet, a sword and a pentacle from index to pinky. Left hand from pinky to index is a trumpet, a lance, a tiara and a scepter (?) — The symbols glow/sparkle in use. Also has some kind of vocoder or w/e it's called that disguises his voice in some way. Maybe a HUD inside his helmet, not sure. Bandolier for aesthetics? Or? Predominantly royal purple, berry purple-pink, probably some black and copper accents, maybe some other colors (eg blue), not 100% sure yet. I want him to have card suit knuckle dusters on his gloves though.
Arcana Royale is able to warp reality, and uses psionically summoned incorporeal tarot playing cards—typically Minor Arcana and particularly face cards—as a way to focus his abilities. The cards look like outlines of light and when conjured they transform into the desired object or effect based on their suit and value.
The Maid face cards allow him to cause a minor effect, such as a flashbang (Maid of Wands); dizziness, vertigo and nausea (Maid of Cups); smokescreen (Maid of Swords) or temporary stasis (Maid of Pentacles).
The Page summons a tool: stun baton (Page of Wands), TBA (Page of Cups), TBA (Page of Swords) and handcuffs (Page of Pentacles).
The Mounted Lady summons a vehicle: his car (Lady of Wands), his speedboat (Lady of Cups), his hoverbike (Lady of Swords) and TBA (climbing gear?) (Lady of Pentacles).
The Knight summons a weapon: a staff (Knight of Wands), a whip (Knight of Cups), a sword (Knight of swords) or a sharpened throwing disc (Knight of Pentacles).
The Queen allows him to apply a minor buff to himself or someone else: unnatural durability (Queen of Wands), unnatural healing (Queen of Cups), peak human strength (Queen of Swords), or in the case of the Queen of Pentacles, will create a barrier or blockade of some kind.
The King allows him to apply a major buff: invulnerability (King of Wands), healing of a grievous injury or the ability to cheat death (King of Cups, usu. temporary to some extent), superhuman strength (1 ton back lift) (King of Swords), or an impenetrable shield (King of Pentacles).
The Ace cards provide alternate weapons: nunchaku (Ace of Wands), gauntlets from his knuckledusters (Ace of Cups), a spear (Ace of Swords) and maybe a scythe (Ace of Pentacles)?
Technically the cards aren't required, but they help him refine his focus.
Highly subject to change. Currently I do not have set uses for the Major Arcana, and I'm not sure if I will come up with anything on that front or if I'll have him stick to face cards and suits, or if I'll change how those as well. We'll see, I guess.

While he can buff his strength, durability and healing, generally speaking Arcana Royale is just a normal human man and a lot of his reality warping abilities are transient or temporary in some way. He can hold his own in a fight, but he's not as durable or strong as some other characters may be.
But this time, in terms of his mind.
Luce isn't a total moron, but he's not super booksmart, either, and sometimes it shows. He also sometimes has too much fun doing superhero stuff and may make mistakes, get wrapped up in the action, or otherwise exhibit flaws.
Despite being in his late 30s, his ideas of what justice is can be slightly naive and he doesn't always think the implications through before involving himself.
