Cecil is a sick little bastard that somehow got involved with the wrong people... or they got involved with him? It's unclear. Either way, the guy's doing all he can to be the biggest pain in the ass he can be to all that meet him. He's quick to anger, awfully annoying and has some overall... odd mannerisms. He can get strangely obsessed with people for a few weeks before completely forgetting about them, or he may talk to to his weapon as if it's a real living being. If you don't want trouble, then just don't try telling him Tommy the thompson gun and Batricia the bat aren't real.
This guy isn't exactly known for his innate ability to care for himself, or others for that matter. He'll forget to eat, bite himself out of frustration, or not let Melchor use his stair lift because it's too much fun to play with it by himself. He cares though! He'd be nowhere without his dad, and he realizes it's honestly a miracle Spark continues to be around him at all. He's just not the best at showing it... or actually doing things that make anyone feel loved at all. He tries though.

Cecil got involved with the mafia due to a gambling addiction that started around his 17th. He got into crazy amounts of debt at his local casino... one owned as a front by a certain someone named Melchor. As it became increasingly clear he was not going to pay up anytime soon, he was taken to do some dirty work. But... Melchor took a liking to him after Cecil basically spat in his face. He took to working and overtime managed to rise through the ranks.
After Melchor's death, Cecil was next in line to take over. Unfortunately he decided to go on a revenge-filled murder spree to avenge his dad first. Luckily Spark stepped up and handled it while he was gone. After the sucessful killing of Nikolai he returned to be in charge. He's definitely not as competent, but has picked up a lot overtime. And let's just say a certain ghost is still passing him notes...
Evidence List:- It's highly possible Cecil never learned to read. Trust me, I've seen him try.
- His weak point seems to be listening to Melchor's rants. Gets him to lower his guard and sleep within seconds.
- Cecil has a tattoo matching Melchors, though significantly less grand.
