While Cetus is generally able to handle large amounts of pressure, it does weigh on him.  He is good at putting on a show for people but is generally worn-down behind it all.  If he has free time he generally spends it alone, either reading or out in the gardens.  He is a determined man who is good at spinning things into working in his favor thanks to his amicable nature and excellent debate skills.  He does not get along well with beings who act irrationally or bombastically and instead prefers the company of other reserved intellectuals.

Cetus Rafferty is the President of the Noachis University. His grandfather was the one that attempted to seize the Mysticeti, a magical beast of immeasurable power, for the University. Rafferty believes that the advances made through science and magic usurp else, including individual lives. While he is courteous and pleasant company, in the long run he is more interested in the big picture. If people are hurt in the process of acquiring knowledge, it is simply collateral, though he hides this part of himself to encourage people to cooperate with him. The town is convinced that the Fission was a freak accident on the part of the Mysticeti and the University is trying to save the Worship and return them home.

He spends the majority of his time in his study or in his lab and doesn’t like being interrupted with chatter. If it can be avoided he prefers to not work with anyone, but if he must he prefers people he knows well (and knows will be quiet). He does not suffer fools while he is working. His technological capability and boyishly handsome looks help keep him in the good graces of the townsfolk. Rafferty has been indoctrinated into study of the Mysticeti by his family, but the scientific and magical possibilities the Mysticeti could offer is what drives him to find it. Living under the shadow of his grandfather, who worked with the Mysticeti, and his father, who was taught directly by Rafferty Sr., has made him determined to find the Mysticeti and earn his own destiny. This determination is slowly starting to evolve into madness.

With all his research comes a magical prowess beyond anyone else in the town. He is an extremely powerful wizard and has no qualms using his magic to obtain his goals. Fighting is not his strong suit so he tends to hide behind Selah and the Guard and use his powers from afar. He acts as the authority for the University as well as the puppet-master behind the city’s governors and Guard.

post-campaign

After being defeated by the party Cetus attempts to run from Noachis and escape the consequences of his and his family's actions, but comes to realize with the help of the party's druid Aliaga Milner that in order to truly make things right he must answer for what he's done.  He returns to Noachis in order to help unravel the hold his family has had on it.  Once the new government of Noachis finds him no longer necessary he is banished from the only town he's ever known.  With no idea where to go he attempts to reconnect with his family on his mother's side, to no avail.  After some travelling he settles in a town in Archwood and begins work as a doctor under the assumed surname of Milner, which in time leads Aliaga to him.  The two begin a tenuous relationship, eventually resulting in a son Leonel.  Cetus devotes himself entirely to his son, but does not tell him of his past life in Noachis.

Without the power and confidence his position allowed and with the overwhelming guilt of his past, Cetus has become a little more reclusive and awkward.  While he is still amicable and a smooth talker, he avoids making connections in general.  The townsfolk of Archwood find him to be a quirky but harmless man who is very skilled at what he does, and he does his best to be a good father to Leonel.
