To sum it up in a nutshell: what the hell did I do and what are you
Elmir met Callisto once after mistakenly believing he accidentally knocked down her and the large amounts of candy she was carrying (in truth, she had tripped over her own robe and into him). Feeling guilty over it, especially when she faked hurting her arm, he went ahead and offered to buy back all the candy she had lost, and said nothing when he suspected she was milking it for even more than he originally bought; he did have the money for it, after all, and figured this was him doing something sweet for a little child.
...Except that after a brief chat, she revealed herself not to be a child at all, but instead Jirachi, and offered him a wish after teleporting sand when he asked her to prove it. Elmir ended up asking a lot of questions about how it worked and though he came up with a few ideas, he ultimately didn't know what to use this one wish on, but was told if he ever wanted to use it she would appear to him.
...Since that encounter, he's decided to save it for when he'll really need it, and in the meantime tried to forget that ever happened. Something about the surrealism of that experience and having a child turn to be a powerful legendary makes him feel very uneasy about it. However, he's unaware of the mythos surrounding Jirachi, so he remains oblivious to the true nature of the strange Callisto.
A sort of friend of his in RESAverse, Elmir certainly recognizes Diamant as a unique individual, if not a little standoffish, and definitely reserved.
Elmir doesn't understand everything Diamant says, but can get the general gist of it. It's clear to him that xe wants to be out of the ordinary, but he appreciates xyr intelligent mind, and is just happy to be a sort-of friend to xem who wants to find out more about xem, and hopes that he won't come off as weird or stupid or insensitive to xem.
Diamant also reminds him in some aspects of both Flicker and Lennox; mainly just for being both creative and stoic.
....Yeah, this was an awkward experience.
Basically, Elmir got dragged into her nightclub one night by a friend and she ended up striking a conversation with him. It flew entirely over his head that she was trying to flirt with him, and she quickly became disinterested and walked away in the middle of their conversation. In a more meta sense, this interaction has become memed on a lot for the sheer hilariousness of it.
Elmir was kind of upset over getting ditched, but also didn't really care at the same time. Especially when she wound up on a news story wanted for murder... for once, his stupidity and awkwardness may have dodged a bullet.
Like, uh... who?
I've always had a desire to pair these two up ever since Miranda was coming along in development. Beyond how it's clearly destiny with their names fitting perfectly into one another and the elephant in the room neither is aware of, they have some things in common that would make them cute friends.
On Elmir's end, he admires Miranda for her passion and talent in music, as well as being kind of jealous. He wishes he had a special talent like that. If he did, he'd probably be as devoted to it as she is. But she's a great musician and it shows. Beyond her talents, she makes for a more mild and relaxed counterpart to someone like Abby, not that she doesn't also pull him through things sometimes like Abby does, but its to its own tune, and her somewhat quieter nature is a welcomed change of pace. He thinks she's an easygoing person who's easy to get along with and be around without anything being too complicated. She's a great person he's glad to have hit it off with.

Miranda thinks Elmir is cute, and appreciates his relaxed nature. She never feels like she has to put on a performance when she's around him, try to watch herself to appeal to someone. No, Elmir's very honest about who he is and he sees the better parts of people, and the lack of headache that causes is welcomed.
In addition, she finds it interesting how he lives with his five siblings. They're all so tight knit beyond any sibling bond she's ever witnessed, and so supportive of each other. To tell you the truth, it makes her wish she had a family like that. But there's no need to get upset over what can't be possible.
Regardless, the fact remains that Elmir is a nice person to hang out with. He may be awkward at times, but Miranda is no person to have a problem with it. And he may be somewhat simple, but not too simple. In a world where she is on her own, every friend she can make goes a long way.
