Personality n stuff:  

As a child he was spoiled, selfish, and a brat but he was also still a kid who was ignorant and innocent. Despite his rude and entitled behavior he was otherwise a fine child, until his aunt Helena got her talons on him. She put ideas in his head, inflated his ego, and manipulated him until he was corrupt enough to use in her plan to grab as much power for herself. When he was a teenager he was still bratty but also very arrogant and moody; he became angry and resentful but also extremely envious. Every slight against him piled up until he boiled over and took out all of his angst in an act of violence so brutal none dare speak of it anymore. He killed any who could rival him, or at least do his knowledge he did, and his ego and arrogance knew no limits once he acquired the throne as the sole heir. 

As a young adult he grew more corrupt and self indulgent but he also became paranoid of losing power as the methods he used to gain it were through fear and violence  and not the trust of the people. He was a dictator and could not sate his lust for more power, expanding his kindgdom more and more until it became an empire. Even if it meant sacrificing the citizens he ruled and meant everyone around him despised him. He would punish others severely for the smallest of slights. He ignored  all corruption and evils that now seeped throughout the borders of his own kingdom. He surpressed every shred of guilt, remorse, and empathy he could but because of the situation he put himself in he became incredibly isolated and lonely; using his position of power to distract himself from these feelings by constantly throwing feasts and parties. All in his name of course. 

The only person he truly cared for was his little sister, though he did not show it outwardly. If someone were to harm his sister he would have most certainly killed them.

He learns his lesson when karma catches up to him. At first he remained in his selfish and easily hate-able personality but full of self pity and angst over his wounds. Overtime he gained an alternative perspectives of the world and went through many experiences that allowed him to grow to realize how disgusting his actions and past self were. He tried to right his wrongs the best he could of course, though much of the damage was irreperable. He accepted that his past behavior will never be forgiven but that it doesn't mean he can't do the right thing. When he dethroned his cousin Mortimer he refused to take back the throne and instead decided to hand the power to the people of his kingdom, allowing them to elect a new ruler and new lawmakers.

Is king of a large kingdom that has been forced into expanding into an empire by Victor as he does not care for his citizens and only thinks about how impressive and powerful he can grow. The royal bloodline he comes from was granted a special and powerful ability generations before him because of the original king's good deeds and it was passed down exclusively in his bloodline. This bloodline's inheritors and the kingdom became corrupted over time, eventually giving way for a king as vain as Victor to take the throne. 

King Victor killed nearly all of his relatives to control this power. He killed his cousins, uncles, aunts, you name it. The only one he spared was his little sister, Eliza, because he was very close to her when she was a child but she did not remember being a member of the royal family as she was kept away from all of the corruption and darkness surrounding the royal family at the time. He never told her of his blood relation, the only way one could tell they were related is the mark of power that all with the royal power possess. Another family member possessing the royal power slipped through the cracks, his first cousin. Victor's uncle saw the signs of his ruthless reign approaching and so squirreled away his newborn son in a poor village on the edges of the kingdom. The reasoning behind Victor's turn to evil and murder is unclear but several factors of his peer's manipulation and lack of any kindness in his family did not help. He grew up learning to trust nobody but himself and learned by example of his family that in order to survive you must get rid of those who threaten your strength.

victor felt just as overpowered and selfish as mortimer but he was isolated and didnt leave his castle he was bitter in a different way he didnt constantly flaunt himself
he wasnt manipulative like mortimer he just used fear

(Note//: He has ice based powers because it fits his vibe especially with how coldhearted he is at the start of the story... also shows how brittle and fragile his ego can be. He does later lose his powers after being overthrown but the old lady gives him something that lets him disable mort's powers. Thinking blues for color scheme. )
