Vary sassy to say the least. The reason he feels the need to act so is because he knows way too much about history. Mainly outside of America history. And he likes being called Columbia. Because there are quite a few states that used to know a guy named Washington a long time ago, and it makes them feel weird.

He tends to make a lot of southern states annoyed when he go's on and on about the history of Mexico. And not the new one.
