Just to be sure of something I'm seeing: The amount of items to make a character in this game is very limited, right?

Depends on how far you are into the game. Hao's outfit is the Bloody Desire set, which you get from the abnormality Red Shoes. I don't currently have Red Shoes, so in-game, Hao is stuck with Bear Paw for now- but ideally, I want the Bloody Desire gear for her eventually.
