Personalty n stuff: Cold and lacking remorse, he is does not bat an eye at the atrocities he condones. Everything he does is for personal benefit and gain, he does not care how he gets what wants only that he gets it. He is very calculating and unwavering when he is calm or focused but if you manage to anger him or get in his way his unbridled wrath will emerge in full force. All of his subordinates fear him and follow his every command to a T lest they face his ferocity. He is very selfish and greedy. Many might compare him to a lawyer or billion dollar CEO. While he enjoys wealth and money, as it is a form of power, he really desires influence, connections, and unwavering strength.
Other: Haraldur is the current head of the USBAC. Out of all of it's collaborators and members he possesses the most power in the organization. He does have to answer to a group of government heads and overseers but otherwise he has free reign. The reason he looks so strange is because when the USBAC discovered how to create half-dragons and then their dragon forms he wanted that power for himself. Because of that desire he so he created program to thoroughly study and dissect half dragons until they could discover what made them tick. When the solution was found he subjected himself to various experiments that were unknown even within the organization itself, to try and give himself those abilities.
The experiment fucked up a lot of things with him but in the end he got what he wanted. He gained the ability to transform into a dragon. He requires a special cocktail of drugs to trigger and release his dragon form. When he uses his dragon form he will be stuck in it for days to weeks without being able to return to human form unlike regular half-dragons. In his dragon form he can speak, although only with great effort and focus. No half-dragons can speak in dragon form, it may be because he altered himself decades after developing into an adult and thus his vocal chords remained usable. The drugs he uses require a special chemical hormone only half-dragons can produce during transformation so sadly the USBAC abuses many of their "assets" to acquire enough for Haraldur. They "repurpose" half-dragons that are deemed to be "recycled" to harvest the hormone from as it cannot be synthesized artificially. He has use an epipen before using the serum.
He is Cody's biological uncle. His sister was Cody's mother; she is deceased now. Both Cody and Haraldur known of their genetic relation but it hasn't been made clear to anyone else at the organization. There are rumors amongst the staff though.
Haraldur's father was part of the group that founded the USBAC in the earlier half of the 1900s.
