Chester is Jesse's youngest brother, and by far his father’s greatest disappointment. His dad was outwardly very cold and negligent of both him and Luke; His father despised that he had a queer for a son, and sent him into danger again and again in an attempt to get him killed, refusing to do it himself.
Jesse is actually the main reason he survives escaping New York, Jesse having warned Luke before giving Mike the order (from their father) to kill the kiddo. Chester is unaware of this fact until Luke tells him years down the line.
He in turn helps Jesse escape prison after realizing he's been falsely accused of the things that made the family turn on him in the first place.

He has an affinity for pigeons. Where he goes, they follow, and in fact as a teenager he has a pet pigeon named Pudgin, or Pudge for short.

If you hurt his friends he will return the favor, but if treat him or his friends kindly he'll welcome you into his circle cautiously. You can't blame him for being so un-trusting, Chester is surprisingly sweet-hearted, friendly, and honest, a true oddball of a Draki. He loves his brothers dearly, but is terrified that Jesse will hurt him. He doesn’t realize that Jesse does actually care about him.

He has a snake tattoo running down his neck, onto his back, and under his arm onto his chest. It’s of the family cobra with a rose and spear in its mouth: The symbols of the Diodatos and the Duilios.

Chester is the one who found and took in Digger and Dozer, he practically raised the boys: He encouraged Digger to defend himself and live proudly as a homosexual man, and it really did poor Diggs some good.

Chester is 42 in the current timeline, he's still working for the Duilios and is close to Baxter, Maximilian, and Arnie. It broke his heart when Arnie splintered off.
He tries repeatedly to talk sense into him, but Arnie shuts him out like he did everyone else. After Jessabelle and the Diodatos finally get through to Arnie, Chester reaches out to him.
Long story short, Arnie and Chester end up in a relationship.
