Backstory: Nobody remembers when Bliss came into the hollows, just that the strange witch appeared one day and has lived there ever since.
He's a trickster by nature, the wares he sells sometimes not having the exact effect that was promised. Occasionally Bliss leaves the hollows for weeks, returning with gold and a few more potions or ingredients.
Many are confused and a little threatened by Bliss's presence, but without proof of him doing truly wrong things, there isn't much merit for them to say anything.
