Petya, otherwise known as Neptune, is a free-spirited (spacey) and sociable ruler of the Neptune sector. He formed a contract with Poseidon, the great hippocampus at 17 when he was sailing through an extreme lightning storm at sea. He is a massive advocate for the arts and tries to stay out of the squabbles of other celestials.
