Mena Brook is one of the three lead Executives, and is in charge of Sangxi, the Red City. They're an energized and motivated individual, although that energy often only applies to their own interests and will wane drastically once they're asked to do something they aren't invested in. Mena is obsessed with inventing, and their interest in developing new technology - especially in the form of bionic augmentation - is more of an unhealthy obsession than any sort of hobby. They love to listen to themselves talk and will preach about it, as though it were a religion, the moment someone expresses any sign that they might listen.
They took over the post of Executive very recently, after even Selby. While they often seem distracted at first glance, though, they've been re-evaluating the state of affairs in Sangxi and changing it to maximize efficiency, with great success. Because they're always wrapped up in their work, they don't seem to have many people that they're close to, and they can become especially clingy to anyone around them when they hit a mental roadblock or are otherwise unable to throw themselves into production.
Mena is an important character in Time of Death, as they are one of the three major D-SEC Executives and are in charge of the city of Sangxi to the east. They are one of the first Executives that Freedom encounters personally, and they are a main character in one of the earlier arcs.
Reas Arandai

Mena is very openly put off by Reas's commandeering personality, and they often gripe about her behind her back to anyone who will listen. That being said, the two of them have collaborated on more than a few projects, and the results so far have always been exemplary.
Selby Landvik

Mena views Selby not so much as a colleague, but rather more as someone who would be a perfect candidate for their experiments, much to Selby's chagrin. They're constantly trying to convince him to let them fix his eyesight, but until they perfect the craft, he says he won't have it.
Eko

Eko is the one person who seems to always listen to Mena's blabbering, and because of this, Mena tries to keep him around as frequently as possible. They love bouncing ideas off of him and will even invite him out for expensive dinners when they can be bothered to step back from their work.
