Milenko is the Judge an Executioner between Earth and The Astros.
Astros is much like Earth, except inhibited by Anthros. Milenko decides if a being on Earth has done something sick enough to deserve punishment, and sends them to Astros with an altered form for the rest of their life. You do not need to be sent to Anthros upon punishment, birth and population is relatively normal aside from these points.
