Lune Leclair is a nonhuman of uncertain species or origin, who works for the Department of Supernatural Regulation (DSNR), which monitors the activity of known nonhumans to ensure no or minimal exposure of supernatural activity to humans. Lune is a supervisor, tasked with keeping track of known nonhumans and nonhuman communities in [area].

However, the only other government sanctioned person actually there on site is Manuel Richards, who isn't even with the DSNR but rather a peacekeeper, and while Lune keeps requesting for actual DSNR personnel to be stationed there, nothing ever seems to come of it. So he begrudgingly works with Richards, or rather, attempts to. Lune keeps finding the violations he reports excused, charges dropped, seldom if ever evidence to be found, all despite the local nonhuman community constantly toeing the line (or flagrantly crossing it in some cases), to his increasing irritation. 


While Lune isn't exactly painting himself in a sympathetic light, something he tries very hard to keep to himself is he is actually in a very precarious position. Lune has, particularly unusual dietary requirements (souls, again), which has gotten him in plenty of hot water with the DSNR himself. Now under their intense scrutiny and unable to obtain souls in a more, ah, traditional way, he's forced to buy them (ethically sourced) at extraordinarily high prices. Meaning he needs a job, the first job he can find that pays well enough to even just barely cover the costs. 

....which happened to be with the DSNR itself. 

Because of all this, he gets very spiteful to see other nonhumans skirt around laws and regulations and get away with it, so he tends to come after them with a vengeance. This, as well as desperation, has gotten him a higher ranking position quite quickly, resulting in the current battle with Manny. But Manny is winning, and the spook house is causing more and more commotion, and Lune is very, very aware of how easy it would be for the higher ups to use him as a scapegoat should things get much more out of hand. 

He is also very aware that losing his job would translate almost immediately and directly into homelessness, and that for him, homelessness would mean being labeled as dangerous and being pursued, both by vigilante spook hunters and his own government.
