Topanga

Topanga started out as an anime OC, basically just a girl version of Team Rocket's Meowth who would be my best friend.  The first Meowth I caught in Blue ended up assigned the Topanga persona.  She and Tortoise originally had nothing to do with each other, but retroactively I realized they've both been with me for a very long time.  So I thought about how they must feel about each other, and the thought of them as a couple appealed to me.  So now Topanga is Tortoise's wife.

Additionally, Topanga is the head of the Lawless Clan, a hoard of Meowth that rove the countryside, ravaging the land of its spare change and berries.
